Access opening
The Hochsauerlandkreis offers possibilities for electronic communication. For the field of administrative procedures, electronic communication is governed by § 3a of the Administrative Procedure Act for the Land of North Rhine-Westphalia (VwVfG NRW). The transmission of electronic documents is then permitted, provided that the recipient has opened an access for this purpose.

In accordance with § 2 of the Federal Act on the Promotion of Electronic Administration (E-Government Act - EGovG), the High-Dutch District is obliged to open access for the transmission of electronic documents, even if they are provided with a qualified electronic signature. Every normal e-mail mailbox will meet the demand in technical terms. Thus, if an authority has an e-mail mailbox, it fulfils the obligation under § 2, sentence 1 of the EGovG.

The Hochsauerlandkreis will comply with the statutory provisions by opening an access for electronic communication taking into account the following conditions.

For technical and organizational reasons, the Hochsauerlandkreis cannot decrypt encrypted emails. If you wish to send us confidential information, we ask you to use only the de-mail address of the Hochsauerlandkreis. However, this requires that you also have a de-mail address since communication between "normal" e-mail address and de-mail address is not possible. The transmission of de-mail's is encrypted on the transmission path.

According to § 3a of the Administrative Procedure Act NRW, in many cases a written form arranged by law can be replaced by the so-called "electronic form".
